Use of Secure Payment Applications Required Across Visa Regions

San Francisco – July 14, 2009

Visa Inc. (NYSE: V) today announced global requirements for financial institutions to ensure their merchant customers and agents use secure payment applications that do not store prohibited data elements and adhere to the Payment Card Industry (PCI) Payment Application Data Security Standard (PA-DSS).

The PA-DSS is a global set of security requirements for software vendors who develop payment applications. PA-DSS compliant applications do not store prohibited data such as track data, sensitive authentication data, or PIN data, helping merchants and agents who use them mitigate compromises and support overall compliance with the Payment Card Industry Data Security Standard (PCI DSS).

In Asia Pacific (AP); Central and Eastern Europe, Middle East and Africa (CEMEA); and Latin America and the Caribbean (LAC), Visa acquirers must ensure that newly signed merchants use PA-DSS compliant applications by 1 July 2010. By 1 July 2012, those acquirers must ensure existing merchants and agents in the Visa network use PA-DSS compliant applications.

As previously communicated to U.S. and Canada financial institutions, Visa acquirers must ensure that all new and existing merchants and agents in the Visa network use PA-DSS compliant applications by 1 July 2010.

Visa research confirms that vulnerable payment applications are a major cause of compromise incidents, particularly among small merchants. “Criminals are targeting certain versions of software known to have security vulnerabilities,” said Eduardo Perez, head of global data security, Visa Inc. “It’s essential that every business that handles payment card information adhere to the highest data protection standards to protect the security and privacy of their customers’ financial information,” Perez said.

Visa recommends that merchants and agents ask their payment application vendors, resellers or system integrators to confirm that software versions used do not store magnetic-stripe, PIN data or security codes. “Merchants with vulnerable payment applications should move quickly to either patch or upgrade their systems,” Perez said.

Credit Union Hits the Streets With Mobile ATM

The $701 million Dupont Community Credit Union, headquartered in Waynesboro, Va., has taken banking to its community’s streets and outdoor events through a mobile ATM.

The machine, which can run from a propane generator if no electrical line is available, uses wireless, encrypted communications to offer cash services far from a branch or stationary ATM, the credit union explained.

DCCU said the mobile ATM has been seen at a local hunting show, a community relay race, 4th of July celebrations, a parks and recreation community day, and will be at local county fairs in August. It was even used for several weeks at one of DCCU’s offices when the existing drive-up ATMs needed to be replaced.

“Right now our focus is getting it out in the community (DCCU serves six counties, five cities) as much as possible this summer to increase awareness of DCCU. Long term our goal is to possibly find a viable location to serve our members when it’s not at a community event,” explained Susan Cook, DCCU’s vice president of marketing. DCCU also has included use of the Mobile ATM in its business continuity plans, the credit union added.

MANILA, Philippines – The Bankers Association of the Philippines reminded the public to be more careful when using of automated teller machines (ATM), after the a new scam was uncovered.
The scam involves capturing the stored personal identification number (PIN), card number, and other relevant information by skimming the magnetic strip of the ATM card using a specialized scanner. The captured information is then copied to produce a duplicate ATM card, allowing the scammers to make withdrawals without the card holder’s knowledge.

Personally I am beginning to check if it would make sense to create and establish an annual ATM security conference in the Principality of Monaco. Monaco is the ideal place for a prestigious conference. Monaco is deeply involved in any form of money related businesses. We have an enormous concentration of high potentials from the banking industry at Monaco. So I believe that Monaco is the perfect location for an ATM security related conference. Sure I have the best links inside Monaco to be able to organize an event like that.

An employee of Juniper obviously discovered a security leek in the network structure used by Automated Teller Machines. This problem seems to concern one ATM manufacturer directly – the name was not mentioned. The employee of Juniper has prepared a presentation for the Blackhat USA 2009 conference to show more details about this issue. The vendor has forbidden to show the presentation. Juniper says that not only this vendor is concerned, the problem could touch any ATM.
